What you can do with the platform
Decidim is a complete participation suite: from the first information through collecting and discussing ideas to voting and implementation, it supports the entire participation process on a single platform. Four typical use cases:
Collect and discuss ideas
Citizens contribute ideas on a specific question, comment on them and develop proposals together.
Vote on budgets
Participatory budgeting from the submission of projects to the vote – with all functions in one process.
Draft texts together
Comment on and improve mission statements, strategies or draft legislation section by section – with the text module we have further developed.
Surveys and events
Surveys gather opinions and experiences; on-site and online events are managed directly on the platform.
Also included: Petitions, voting on proposals, map views for events and measures, and multi-stage participation processes.

Decidim: the software
Decidim is free open-source software for digital participation. It was developed by the City of Barcelona and is now used by more than 200 cities and municipalities. The source code is public and there are no licence fees.

Frequently asked questions
How much does a participation platform cost?
The Municipal Standard costs €275 per month plus a one-off €3,900 for setup and installation (excl. VAT). You can find all packages under Pricing and conditions.
What does “users” mean?
This refers to registered user accounts on the platform. The Municipal Standard applies to municipalities with up to 10,000 residents and includes up to 2,500 accounts. Visitors without an account can also read everything.
Why do I need a provider if Decidim is open source?
The software is freely available. But setup, secure operation, updates and support take time and expertise. We take care of these tasks so you can focus on participation.
Can the design be customised?
Yes. In the Municipal Standard we adapt the platform’s design to your municipality, i.e. to your logo and colours. Full implementation of your corporate design is included in the “City & Institution” package.
Is the platform GDPR-compliant?
Yes. All platforms are hosted in compliance with the GDPR on servers in Germany that run on green electricity.
